Russia Outlines Conditions for Ukraine Peace Talks

(MENAFN) Russia has expressed willingness to pursue a diplomatic solution to the ongoing war in Ukraine, but only under specific conditions that acknowledge the “new territorial realities” and ensure the nation’s future safety, according to Foreign Minister Sergey Lavrov.

In a conversation with a Hungarian newspaper released on Monday, Lavrov dismissed any proposals for a temporary truce, asserting that such an arrangement would merely allow Kyiv and its Western allies time to reinforce their military capabilities.

He detailed Russia’s prerequisites for any potential peace agreement, which include Ukraine reverting to a neutral stance, rejecting alliances, and remaining free of nuclear arms — as declared in its 1990 Declaration of Sovereignty.

Lavrov also called for global legal acceptance of Russia’s authority over Crimea, Donetsk, Lugansk, Kherson, and Zaporizhzhia regions, the removal of sanctions, and the release of Russian financial assets held abroad.

Lavrov emphasized that these conditions “must be included in a legally binding agreement.”

The senior official noted that Russia is still open to direct discussions, referencing two negotiation sessions previously conducted in Istanbul during May and June.

“The timeframe for the third round is being determined,” Lavrov stated, while highlighting agreements already made on the exchange of prisoners of war.

Justifying Russia’s military campaign, Lavrov accused the Ukrainian government of targeting Russian-speaking citizens since 2014.

He also alleged that other ethnic groups, such as Hungarians, have faced “forced Ukrainization.”
