Russia Tries to Block WhatsApp, Pushes Users Toward State App

(MENAFN) On Thursday, Russia reportedly tried to fully block WhatsApp in an effort to push users toward a government-controlled surveillance app, according to Meta, the company that owns the messaging platform.

“Today the Russian government attempted to fully block WhatsApp in an effort to drive people to a state-owned surveillance app,” Meta said in a post on X. “Trying to isolate over 100 million users from private and secure communication is a backwards step and can only lead to less safety for people in Russia.”

The reference is to MAX, a state-developed “super app” that integrates messaging with government services. Since 2025, Russian authorities have required MAX to be pre-installed on all new devices and mandated its use for public sector employees and students.

Kremlin spokesperson Dmitry Peskov indicated that WhatsApp could resume full operations if Meta complies with Russian law, according to state media reports.

"This is a matter of complying with the law. If the Meta corporation complies with it and enters into dialogue with the Russian authorities, then an opportunity to reach an agreement will arise," Peskov said. He warned that the platform would have no chance of returning if it continues to ignore Russian requirements.

Russian authorities claim WhatsApp is used to coordinate terrorist activities and is one of the main channels for fraud and extortion targeting citizens.
