Poland Warns of ‘Full-Scale Cognitive War’ Being Waged by Russia
Speaking at a conference in Warsaw, Radoslaw Sikorski said Russian influence operations should no longer be viewed solely as propaganda campaigns.
“We cannot claim that Russia is conducting only disinformation activities against us. It is waging a full-scale cognitive war against us. I use these words deliberately,” he said.
The event brought together senior Polish officials, including Tomasz Siemoniak, and focused on concerns surrounding hybrid threats, cyberattacks, foreign interference efforts, and attempts to weaken public confidence in democratic institutions.
The concept of “cognitive warfare” has increasingly been used by NATO and security specialists to describe campaigns aimed at shaping public perceptions, influencing behavior, and affecting decision-making through a mix of disinformation, psychological tactics, cyber operations, and social media manipulation.
